The New York Standard Approach for Estimating Energy Savings from Energy Efficiency Programs - Residential, Multi-Family, and Commercial/Industrial, known as the Technical Resource Manual (TRM), provides a standardized, fair, and transparent approach for measuring program energy savings across New York State’s energy efficiency programs. To do so, the TRM provides standardized energy savings calculations and assumptions at the measure level for estimating energy and demand savings.
In the February 26, 2015 Order Adopting Regulatory Policy Framework and Implementation Plan in Case 14-M-0101, the Commission required the utilities work collectively to support the maintenance of the New York State TRM.
The New York Technical Resource Manual Management Committee (TRM MC) will conduct a Stakeholder Webinar on December 5, 2023. The webinars will seek to engage stakeholders including (but not limited to) vendors, manufacturers, trade groups, and other market participants. For registration information, please see the full announcement. 2023 Stakeholder Forum Notice.
TRM Management Committee (TRM MC)
In response to the Order requirements, a Technical Resource Manual Management Committee (TRM MC) was established June 1, 2015, to assume the responsibility from the Department of Public Service (Staff), and to work collectively to support the maintenance of the New York State TRM.
The TRM MC includes representation from each of New York's major electric and gas utilities, LIPA, and NYSERDA; officers of the TRM MC serve one-year terms, contact information is listed here:
|Peter Hoffman||Co-chair||National Grid||[email protected]|
|Pavan Ryali||Co-chair||Consolidated Edison||[email protected]|
|Edward Righter, Jr.||Secretary||TRC||[email protected]|
|Clarice Torres||Treasurer||National Grid||[email protected]|
TRM Management Plan
The management plan describes a process that ensures each utility and NYSERDA's input is considered, all changes to the TRM are transparent to Staff and stakeholders, and an updated TRM is filed annually in accordance with the Utility Energy Efficiency Program Cycle Guidance CE-01.
TRM Revision Process
The TRM MC has established a functional workflow process to outline how submittals for measure additions, or revisions to existing measures in the TRM, will be worked and advanced through the TRM MC. The functional workflow process is available for review in the TRM Management Plan, Appendix C. Addition/Revision Workflow Process. External stakeholder input, recommendations, or questions may be directed to either of the TRM MC Co-chairs or the Secretary.
- Submittals to the TRM MC require a specific form and format, which includes among other things: supporting references, resource documentation, calculations, and input variances. A template for the specific form and format is available for review in the TRM Management Plan, Appendix D. Measure Template.
The TRM MC includes a detailed work plan with each quarterly record of revision filing. This work plan includes a list of the new and revised measures approved in the previous quarter and a list of the measures to be reviewed in the current quarter. Work Plan.
