Technical Resource Manual (TRM)

TRM Overview

The New York Standard Approach for Estimating Energy Savings from Energy Efficiency Programs - Residential, Multi-Family, and Commercial/Industrial, known as the Technical Resource Manual (TRM), provides a standardized, fair, and transparent approach for measuring program energy savings across New York State’s energy efficiency programs. To do so, the TRM provides standardized energy savings calculations and assumptions at the measure level for estimating energy and demand savings.

In the February 26, 2015 Order Adopting Regulatory Policy Framework and Implementation Plan in Case 14-M-0101, the Commission required the utilities work collectively to support the maintenance of the New York State TRM.

TRM Management Committee (TRM MC)

In response to the Order requirements, a Technical Resource Manual Management Committee (TRM MC) was established June 1, 2015, to assume the responsibility from the Department of Public Service (Staff), and to work collectively to support the maintenance of the New York State TRM.

Work Plan

The TRM MC includes a detailed work plan with each quarterly record of revision filing. This work plan includes a list of the new and revised measures approved in the previous quarter and a list of the measures to be reviewed in the current quarter. Work Plan.

TRM Management Plan

TRM Management Plan 

The management plan describes a process that ensures each utility and NYSERDA's input is considered, all changes to the TRM are transparent to Staff and stakeholders, and an updated TRM is filed annually in accordance with Commission Orders.

TRM Revision Process

The TRM MC has established a functional workflow process to outline how submittals for measure additions, or revisions to existing measures in the TRM, will be worked and advanced through the TRM MC. Codes & Standards Review Process

The purpose of this memo is to document the details, benefits, timelines, and roles and responsibilities of the effort to refine and formalize the process for reviewing prescribed measure methodologies for alignment with codes and standards and baseline policy. It will establish a formal process for conducting review, documenting results, and implementing relevant changes to the NYS TRM.

Stakeholder Forum

The TRM MC conducts a Stakeholder Forum once a year in the fall. The forum seeks to engage stakeholders including (but not limited to) vendors, manufacturers, trade groups, and other market participants. The forum provides a general overview detailing the background of the TRM, opportunities for participation, updates from the current year in which the forum is held, and future goals.

Submit a Measure

External stakeholders are encouraged to submit new measures, revisions, and corrections to the TRM MC. Please email the MC officers a completed measure template with supporting references, resource documentation, calculations, and input variances. 

Upon submission of a measure, revision, or correction, you will be provided an estimated timeline for reviewing your submitted content and may be asked to participate in the TRM MC functional workflow process.
