Water Rate Case Overview

A rate case is the formal process used to determine the amounts to charge customers for electricity, natural gas, private water and steam service provided by regulated utilities. Below you'll find active cases which are pending, and past cases, which continue to have documentation added after the case is decided. Rate cases are a primary instrument of government regulation of these industries.

Case 23-W-0235 - Proceeding on Motion of the Commission as to the Rates, Charges, Rules and Regulations of Liberty Utilities (New York Water) Corp. for Water Service.

Overview

Liberty Utilities (New York Water) Corp. (Liberty NYW) is requesting an increase in annual revenues of approximately $39.75 million, an increase of 34.24% to total revenues, for the rate year ending March 31, 2025. The Company estimates that the requested increase in revenues will result in an average residential monthly bill increase of $18.32, or 39 percent for current Service Area 1 customers, $15.74, or 42 percent for Merrick customers, and $7.37, or 13 percent for Sea Cliff customers. The residential bill impacts are based on an average usage of 6,000 gallons of water per month. In this rate filing, Liberty NYW is proposing to continue to consolidate its rates currently in effect throughout its service territory. The Company is also proposing to make changes to its fire hydrant rates, based on customer feedback.

Overview

Veolia Water New York, Inc. (VWNY or the Company) filed tariff amendments, which were accepted March 3, 2023, that would increase total annual revenues by approximately $18.4 million or 14.1 percent for the proposed New York District, and by $14.1 million or 16.8 percent for the proposed Westchester District for the rate year ending January 31, 2025. According to the Company, the proposed revenues will increase the monthly bill of an average residential customer by approximately $5.89 or 9.01 percent in Rockland and Orange Counties; by approximately $11.78 or 19.38 percent in the City of Rye, the Villages of Rye Brook and Port Chester in Westchester County; by approximately $6.20 or 9.28 percent in the legacy Heritage Hills system; and by approximately $15.81 or 45.75 percent in Owego and Nichols in Tioga CASE 23-W-0111 - 2 - County.1 Customers in the other portions of Westchester will see an approximate increase of $12.09 or 16.50 percent to their monthly bill.
