Overview
Central Hudson is requesting an increase in annual gas delivery revenues of approximately $15.3 million (9.4 percent increase in base delivery revenues, or 5.8 percent increase in total system revenues), compared to the revenues approved by the Commission for the Company’s current Rate Year. The requested increase in gas delivery revenues results in a monthly bill increase of about $8.74 (7.5 percent on the delivery bill, or 5.9 percent increase on the total bill) for an average residential customer using approximately 64 hundred cubic feet per month.

The Company projects that the requested increase in delivery revenues will result in a total monthly bill increase of about $46.42 (a 25.1 percent increase on the delivery bill, or a 19.1 percent increase on the total bill) for a typical residential heating customer using 100 therms per month.
The primary drivers of the requested gas increase are operating expenses (which account for an overall gas bill increase of 3.0 percent), depreciation expense (2.9 percent), new infrastructure investment (2.0 percent), and return on equity (2.0 percent gas bill increase at the proposed increase from 9.25 percent return on equity to 10.1 percent return on equity).
The Company states its filing includes funding requests to maintain the safety of its gas system and reduction in methane emissions, which would be accomplished mainly through the replacement of leak prone gas mains.
In addition, the Company’s filing purportedly includes a focus on improving customer outreach and accessibility, enhancing customer support and the customer experience, and promoting energy efficient programs. The Company plans to expand outreach efforts to enroll eligible customers in the Energy Affordability Program.
