Overview

Article VIII of the New York State Public Service Law consolidates the environmental review, permitting, and siting of major renewable energy facilities and major electric transmission facilities subject to this article under the Office of Renewable Energy Siting and Electric Transmission (ORES). It also provides ORES as a single forum for the coordinated and timely review of such projects to meet the state's renewable energy goals and ensure the reliability of the electric transmission system, while also ensuring the protection of the environment and consideration of all pertinent social, economic and environmental factors in the decision to permit such projects as more specifically provided in this article.

ORES
Permit Application Portal
The ORES Permit Application Portal allows local agencies including boards, districts, commissions or governing bodies, municipalities, and other political subdivisions of New York State, and local community groups to participate in the application process or sign up for email notifications about permit application filings. You must have a My.NY.Gov account to access the portal.

ORES Regulations and Public Comments
All stakeholders and the public had the opportunity to formally submit comments on the draft regulations of the Office of Renewable Energy Siting, Chapter XVIII Title 19 (Subparts 900-1–900-15).
