Overview
The Public Service Commission (PSC) instituted the proceeding to transition New York to a more connected, affordable, resilient, and clean electric grid. During the proceeding, PSC staff will engage with stakeholders to develop a comprehensive New York Grid of the Future plan that establishes targets for the deployment of flexible resources such as virtual power plants and identifies the utility investments needed to enable the grid of the future.

Proposed New Area Code for NYC
Case 24-C-0314 - Petition of the North American Numbering Plan Administrator on Behalf of the New York Telecommunications Industry for Relief of the 347/718/917/929 Numbering Plan Area.
Overview
The North American Numbering Plan Administrator notified the Public Service Commission in May 2024, that the 347/718/917/929 Numbering Plan Area (NPA), serving the New York City boroughs of Bronx, Brooklyn, Queens, Staten Island, and the Marble Hill section of Manhattan, is projected to exhaust its central office codes during the fourth quarter of 2026 and is in need of relief.
The Industry recommends the new additional overlay NPA for the existing 347/718/917/929 NPA be implemented based upon a nine month schedule. Adhering to the Industry agreed-upon schedule will allow the new NPA to be implemented six months prior to the projected exhaust of the 347/718/917/929 NPA.

Overview
Following fire incidents at energy storage facilities in Jefferson, Orange, and Suffolk Counties, Governor Hochul created an Inter-Agency Fire Safety Working Group to ensure the safety and security of energy storage systems across the state. The Working Group will thoroughly investigate the recent energy storage fires and will conduct a comprehensive fire safety review, including emergency response analysis, of energy storage projects that experienced thermal runaway events across New York.

Investigation of Lead-Covered Cables
Recent media reports have identified lead-covered cables installed years ago by telecom companies could pose a potential public health and environmental risk associated with those cables through releases into the environment.
In an effort to better understand the scope of this potential concern, the State is compiling an inventory of the presence of aerial and buried cables, both on land and below water, containing lead across New York to conduct its own investigation of the health and safety issues potentially caused by these cables.

Central Hudson Billing System
On September 1, 2021, Central Hudson Gas & Electric (Central Hudson, or the Company) upgraded its Customer Information and Billing System. Following implementation, several customers complained to local officials and to the New York State Department of Public Service (DPS) about excessive and delayed bills, and a lack of customer support by the Company.
The PSC on June 20, 2024, approved a settlement valued at $62.59 million with Central Hudson Gas & Electric Corporation (Central Hudson), and up to an additional $2 million in stipulated payments if the company fails to deliver monthly meter readings on schedule. The agreement requires shareholders to pay the full cost of remedial actions taken to fix the billing system, as well as costs associated with a move to regular monthly meter reading and to implement recommendations made by an independent monitor. In addition, shareholders will pay $4 million to directly benefit Central Hudson ratepayers. As adopted, the $64.59 million settlement agreement resolves the Department’s ongoing investigation into past billing system failures by the company.

Electric Vehicle Proceeding
The Commission commenced a proceeding on April 18, 2018, to consider the role of electric utilities in providing infrastructure and rate design to accommodate the needs and electricity demand of electric vehicles (EVs) and electric vehicle supply equipment (EVSE). The proceeding explores cost-effective ways to build such infrastructure and equipment, and determine whether utility tariff changes will be needed in addition to those already being considered for residential customers to accommodate and promote the deployment of EVs. The proceeding also investigates the characteristics of EV charging systems and how those systems may facilitate EV participation as a distributed energy resource (DER).

Department staff commenced a review and an investigation related to a September 2022 change to the NYSEG/RG&E's customer information and billing system.
