On the Electronic Tariff System home page you will find the following links:

  • Home - You will always be able to return to the Electronic Tariff System home page by clicking on this link.
  • Search - This will take you to the search page from which you can perform searches for particular tariffs.
  • FAQs and announcements - Here you will find answers to Frequently Asked Questions and announcements about the system.
  • Registered Users - This link will bring you to a section of the system reserved for utilities submitting tariffs. This portion of the system is not open to the public.

 

How do I get more specific help?

  • From the ETS home page, click on any of the left links (Home, Search, Registered Users). 
  • On the resulting page, click on the Help link in the upper right. 
  • For example, to get help about searching for a tariff, click on the Search link and then click on the Help link that you will see in the upper right on the Search page.

Electronic Tariff Search Page Help

There are four ways for you to search on the electronic tariff search menu.

Company Name Lists

Under Company Name Lists you'll find five industry types: Communications, Electric, Gas, Steam and Water. Next to each industry you will find status options of effective, pending or cancelled. When you click on any of the status options, you will find an alphabetical list of all companies in that industry with that status.

For example, if you want to see all the Pending documents for Gas, you would:

  1. Scroll down to the "Gas" row and click the "Pending" link on the right.
  2. On the resulting page, there will be one row per company and PSC tariff number.
  3. In each of those rows, there will be a link for each existing document type. If the company has no document type for that column, it will be blank.
     

Case/Matter Number

Here you can search for tariff documents by the Public Service Commission (PSC) case or matter number. This includes all documents associated with a specific case/matter number with effective, pending, and cancelled status.

Filings that will go before the PSC are assigned a "case number." Case numbers can represent a single filing from a single company, or multiple filings from several different companies. 

Case numbers are often found in PSC documents and press releases. The case number format is a two-digit year, one letter and four numbers (i.e., 24-W-0163). The matter number format is a two-digit year and five numbers. Read more about case/matter number formats.
 

Advanced Search

You can restrict your search with specific criteria using the advanced search option. The criteria you can use includes: 

  • Status
  • Case number
  • Service type
  • Company name 
  • Leaf number
  • Supplements, statements and/or addenda types
  • Date ranges 
  • Any combination of the above
     

Submission ID Number

Each Electronic Tariff filing has a unique identifying number. These "Submission ID" numbers are all digits; for example, 2601035. If you know the ID number, you can search for all documents that were included in that specific filing. This will retrieve all of its documents no matter what their current status (effective, pending, cancelled).

Utility companies only:
You can find the submission ID number in the email that DPS sent you when your filing was accepted. The number will be contained in the subject line. For example, "Accepted Tariff: Submission 2601035."


Submitter Login Help and Preparer's Guide

Submitter Login ID, Password and Company Code

In order to access the ETS system, you will need a login ID, a password and a unique company code. The ETS system relies on unique codes to identify each company. Each submitter needs to have an individual login ID and password. Your login ID will be your first initial and last name (For example: mjones). The login ID and password will be needed every time that you submit tariffs to the ETS system.    

You will need to provide information to the appropriate DPS staff member for your industry in order to register as a tariff submitter (see below). You will receive an email with a computer generated password once staff enters your information into the ETS system. You will be prompted to change your password when you log in. The password will need to be at least eight characters long and contain one number.

ETS Logon Page and My Profile Help

Only those who prepare tariffs for submission to DPS can logon to ETS. 

Once you are successfully logged into the ETS system, you can now use the links on the right.

  • My Profile - Use this option to change your email address, password, or other information about yourself (see more below).

  • Search - Use this option to search for and view tariffs. This is the same search that is used by the "Public" user who is not logged in.

  • Submit - Use this option to submit a tariff to DPS.

  • Log Off - Use this option to log off the ETS system. You should log off to keep your ID and password secure.


Use the My Profile page to change your information in your ETS profile.

  • Click on the Change Password link to change your own password
  • Log On ID: This ID is assigned to you by Department staff.  You will not be able to change it
  • First Name:  You may change the name the ETS system knows you by
  • Last Name: You may change the name the ETS system knows you by
  • Title: You may change your title, if desired
  • Organization: The name of your company or organization
  • Address: Your work address
  • City: Your work city
  • State: Your work state
  • Zip Code: Your work zip code
  • Email: Your email address. Email from the system will go to this address, so be sure it is correct.
  • Phone: Your work telephone

What is a tariff?

Utilities set out the rates, terms and conditions of service in Commission-reviewed filings referred to as tariffs. The Public Service Commission (PSC) keeps utility tariffs for Electric, Gas, Water, and Telecommunication companies doing business in New York State.

What tariffs can I find on this website?

This site contains tariffs that have been filed electronically. These documents are in PDF format.
Search for Tariffs

Not all utilities currently file tariffs in electronic form. Tariffs not found on this site may be obtained directly from the New York State Department of Public Service. To obtain the official hard copy tariffs, please contact the Office of the Secretary, New York State Public Service Commission, 3 Empire State Plaza, Albany, New York 12223-1350, or go to our document order form.

Listed below are links to some tariffs that are maintained by utilities on their individual websites. These tariffs are not part of the Commission's electronic tariff system and, therefore, are not the official tariffs of the Commission.

Tariff Glossary

Adobe Acrobat - Software used to create and read tariff related documents in the Electronic Tariff System. The Acrobat Reader is needed to view tariffs. You can get it for free from Adobe's website.

Addenda - A document, which is not part of the general tariff schedule, that provides additional information regarding utility rates, charges, rules and regulation.

Addenda Type - A classification of the variety of addenda

Attachment - A document that may be submitted with a tariff filing and is used  to enhance the information that is submitted in the utility’s letter of transmittal.

Cancelled Status - Used to signify that a tariff leaf, statement, addenda or supplement has been superseded by another version or has been cancelled by Commission directive.

Case Number - Case numbers are assigned by the Public Service Commission to identify tariff filings as well as other documents filed with the Public Service Commission. A sample format would be "02-E-0001", where the 02 is the year the Case began, the E signifies that the case was for Electric Service, and the 0001 is a sequential number assigned to cases during the year.

Date Submitted - The date a filing has been accepted for review by the Department of Public Service. 

DPS - Department of Public Service

Effective Date - The date a tariff leaf, statement, addenda or supplement is scheduled to become effective or has become effective.

Effective Status - Used to signify that a tariff leaf, statement, addenda or supplement is currently in effect.

ETS - Electronic Tariff System. A computer system created by the Department of Public Service to accept, store and retrieve electronic versions of utility tariffs.

KB - Kilobytes. A measure of the size of a computer file. 100 KB will download in about 15 seconds when using a 56 kbps connection and will download in about 6 seconds using a broadband connection.

Leaf - A page within the general tariff schedule containing information on a utility’s rates, charges, rules and regulations.

Leaf Number - A sequential ordering of pages in a tariff schedule.

Letter of Transmittal - A cover letter sent by the company along with a tariff filing to explain the nature of the filing.

PDF file - Portable Document Format. A computer file that contains a viewable and printable tariff document. The Acrobat Reader is needed to view tariffs. You can get it for free from Adobe's website.

Pending Status - Used to signify that a tariff leaf, statement, addenda or supplement is has been accepted for review by the Department of Public Service, but is not yet effective.

PSC - Public Service Commission

PSC Number - An assigned tracking number for a tariff schedule submitted to the Department of Public Service.  A utility may have tariff schedules with the same number for different types of service. For example, Utility A may have a PSC Number 1 for Electric Service and PSC Number 1 for Gas Service. Also known as schedule number.

Revision Number - Used to order various versions of a leaf.

Section Number - Used to group various leaves of a tariff schedule.

Service Type - Includes Electric, Gas, Steam, Water and Telecommunication Service which is regulated by the Public Service Commission.

Statement - A document, which is not part of the general tariff schedule, that provides for the automatic adjustment of rates and charges.

Statement Type - A classification of the variety of statements.

Status - There are three possible statuses. The sequence of events is typically as follows. A document is pending; later it becomes effective; eventually it may be cancelled. For further details, refer to Pending Status, Effective Status, and Cancelled Status in this glossary.

Superseding Revision Number - The prior version of a tariff leaf.

Supplement - A document, which is not part of the general tariff schedule, that is used to explain any change in the status or effective date of a leaf, statement, addenda or tariff schedule.

Supplement Type - A classification of the variety of supplements.

Tariff Schedule - Utilities set out Public Service Commission approved rates, charges, rules and regulations for service in Tariff Schedules. The Public Service Commission keeps utility tariffs for Electric, Gas, Steam, Water and Telecommunication companies doing business in New York State.
