Utility Consumer Program Specialist / Utility Consumer Assistance Specialist 1 and Trainee
Utility Consumer Program Specialist (UCPS) 1 and Trainee positions participate in community outreach and consumer education programs, including staffing exhibits at public events.
Utility Consumer Assistance Specialist (UCAS) 1 and Trainee positions help resolve consumer utility complaints such as service disconnections and billing issues throughout New York State.
These roles with the Office of Consumer Services provide a great opportunity to work with the public and help others while being in a team environment!
Minimum Qualifications
Trainee candidates must meet the following qualifications, either:
- Two years of experience in one or more of the following:
- Investigating customer inquiries and complaints as a customer service representative or responding to customer inquiries in a call center environment;
- Developing public awareness or consumer education programs relating to utility matters including, but not limited to, presentations to consumers, consumer advocates, regulatory agency personnel, or utility industry representatives;
- Conducting investigations involving energy, telecommunications, water, or cable service;
- Analyzing and/or researching information or data related to energy, telecommunications, water, or cable service;
- Designing survey instruments to measure and track customer satisfaction in utility industries, or analyzing and/or preparing reports on results of such surveys;
- Conducting inspections or tests of energy or water meters or telecommunications devices;
- Analyzing utility customer education programs and/or customer service performance; OR
- Thirty (30) semester credit hours of college level study AND one year of experience in one or more of the areas as described in #1 above; OR
- An associate degree OR 60 semester credit hours of college level study.
In order to be appointed as a UCAS 1 or UCPS 1, candidates must meet the qualifications listed above, but with three years of experience for number 1, two years of experience for number 2, or one year of experience for number 3.
Utility Engineering Specialist 1 and Trainee
Utility Engineering Specialists at DPS provide technical expertise on matters involving the planning, design, maintenance, operations, reliability, and expansion of utility services and their infrastructure.
The Utility Engineering Specialist's technical expertise will help achieve DPS's mission and the clean energy objectives of the Climate Leadership and Community Protection Act, including that 70 percent of New York State’s electricity be generated by renewable energy by 2030.
Opportunities are available in the electrical, environmental, gas pipeline safety, mechanical, and chemical fields.
Minimum Qualifications
Qualified candidates must have a bachelor's degree or higher in an accredited engineering curriculum.
Senior Utility Financial Analyst and Trainee
Utility Financial Analysts at DPS review utility financial statements, become familiar with utilities’ financial forecasts and forecasting models, analyze financing requests, develop familiarity with ratemaking principles, and assist with various aspects of the rate case review process.
Minimum Qualifications
Utility Financial Analyst Trainee candidates must possess a bachelor’s degree or higher including or supplemented by nine semester credit hours in finance and an additional nine semester credit hours in finance, economics, and/or accounting.
In order to be appointed as a Senior Utility Financial Analyst, one must meet the following qualifications, either:
- A bachelor's degree including or supplemented by nine semester credit hours in finance and an additional nine semester credit hours in finance, economics, and/or accounting AND two years of professional experience that includes: analyzing financial/investment practices, assessing financial condition and cost structure, analyzing new securities issues, assessing financial and business risk, and the measurement of the cost of capital; OR
- A master’s or higher degree including or supplemented by nine semester credit hours in finance and an additional nine semester credit hours in finance, economics, and/or accounting AND one year of professional experience that includes: analyzing financial/investment practices, assessing financial condition and cost structure, analyzing new securities issues, assessing financial and business risk, and the measurement of the cost of capital.
Auditor 1 and Trainee
Auditors at DPS investigate the financial activities of public utilities, familiarize themselves with utility company accounting practices, prepare audit plans and scoping memos, communicate audit findings, make recommendations for audit adjustments, and conduct financial examinations applying accounting principles and auditing standards.
Auditor Trainee candidates must possess a bachelor's or higher degree in accounting, auditing, or taxation OR a bachelor’s degree or higher with 24 semester credit hours in accounting, auditing, or taxation courses.
Minimum Qualifications
Candidates for Auditor Trainee must possess a bachelor's or higher degree in accounting, auditing, or taxation OR a bachelor’s degree or higher with 24 semester credit hours in accounting, auditing, or taxation courses.
Courses such as business law, economics, statistics, and most finance courses, although taken as part of an accounting curriculum, cannot be counted toward the 24 semester credit hours.
In order to be appointed as an Auditor 1, one must meet the following qualifications, either:
- A bachelor's degree in accounting, auditing, or taxation AND two years of professional experience in accounting/auditing or financial internal or field auditing, where you were responsible for the full range of activities in the design and/or review, analysis and management of accounting systems, resulting in the preparation of, or recommendations on, financial statements in accord with generally accepted accounting principles; OR
- A bachelor's or higher degree with 24 semester credit hours in accounting, auditing, or taxation courses AND two years of professional experience in accounting/auditing or financial internal or field auditing, where you were responsible for the full range of activities in the design and/or review, analysis and management of accounting systems, resulting in the preparation of, or recommendations on, financial statements in accord with generally accepted accounting principles; OR
- A master's or higher degree in accounting, auditing, or taxation AND one year of professional experience in accounting/auditing or financial internal or field auditing, where you were responsible for the full range of activities in the design and/or review, analysis and management of accounting systems, resulting in the preparation of, or recommendations on, financial statements in accord with generally accepted accounting principles; OR
- A currently valid Certified Public Accountant license and registration issued by New York State.
Experience NOT considered qualifying are activities restricted to teaching, bookkeeping, maintaining/auditing payroll records or accounts receivable/accounts payable, or preparing tax returns.
Policy Analyst (Energy)
Policy Analysts at DPS perform a broad range of analytical tasks relevant to the evolution, modernization, decarbonization, regulation, and reimagining of the New York State energy and utility industries. Tasks may include research, program development, planning and oversight, policy development, analysis, forecasting, and audits.
Minimum Qualifications
Minimum qualifications depend on the grade level, with Policy Analyst 1 candidates requiring a bachelor’s degree and two years of experience in the review, analysis, development, or implementation of programs or policies related to one or more specialty program areas, which include renewable energy planning, procurement, and integration; energy efficiency; electrification of transportation or heating; demand response; energy storage; energy market design; advanced rate designs; advanced utility business models, or strategic use of energy related data.
Substitutions for two years of experience: four years of specialized experience, or associate degree and two years of specialized experience, may substitute for bachelor’s degree. J.D. or master’s degree may substitute for one year of general experience; Ph.D. may substitute for two years of general experience.
Utility Analyst 1 and Trainee, with Cyber Security, Environmental and Telecommunications Specializations
Utility Analysts at DPS perform a broad range of analytical tasks relevant to the electric, steam, gas, water and telecommunications utilities on issues such as retail competition; tariff filings; company records; cost and quality of service; rate proceedings; incentive plans; mergers and acquisitions, cost allocations and rate design, to ensure that New York State residents have access to safe, reliable utility service at just and reasonable rates. Qualifying candidates must have a bachelor's degree.
Minimum Qualifications
Utility Analyst Trainee 1 candidates must have a bachelor’s or higher degree.
Utility Analyst Trainee 2 candidates must have a bachelor’s degree AND one year of relevant experience, which depends on the specialization.
Utility Analyst 1 candidates must have a bachelor’s or higher degree AND two years of relevant experience, which depends on the specialization.
Substitutions: A Juris Doctor, master's, or higher degree in a related field can substitute for one year of specialized experience.
