To register and provide a statement electronically: 

Participants who would like to make a statement and who will log in to the hearing electronically must register by the date and time indicated above by clicking the “Register” button, and providing all requested information. After registration is complete, registrants will receive a confirmation email with instructions on how to join the hearing. 

On the day of the hearing, when logging in to participate in the virtual hearing, participants will be asked to “select audio system.” It is recommended that participants opt to have the system “call me” or “call using computer.” The “call me” option will require participants to enter their phone numbers.

All participants will be muted upon entry into the hearing. The ALJ will call upon each person who registered to make a statement. The ALJ will continue the hearing until everyone wishing to speak has been heard or other reasonable arrangements to submit comments have been made. Reasonable time limits may be set for each speaker as necessary to afford all attendees an opportunity to be heard. It is requested that lengthy comments be submitted in writing and summarized for oral presentation. A verbatim transcript of the hearing will be made for inclusion in the record of this case.

Case Information

Case 25-E-0462 – Petition of Yellow Barn Solar, LLC for an Order Granting a Certificate of Public Convenience and Necessity Pursuant to Public Service Law Section 68 and Lightened Regulation.

Comments are requested concerning a petition filed by Yellow Barn Solar, LLC (Yellow Barn or the Petitioner) seeking a Certificate of Public Convenience and Necessity (CPCN) and lightened regulation as an electric corporation from the Public Service Commission (Commission), pursuant to Section 68 of the Public Service Law (PSL). 

The Petitioner seeks authorization to: (1) construct and operate an up to 160-megawatt photovoltaic solar energy generating facility in the Towns of Groton and Lansing, Tompkins County (Facility) and (2) exercise certain rights and privileges granted under municipal agreements. The Facility would interconnect to National Grid’s transmission line #975 between the existing Milliken and Etna substations through a new transmission line connecting a new point of interconnection switchyard station and the existing transmission line. 

Construction and operation of the Facility will be subject to the terms and conditions of the Siting Permit for a Major Renewable Energy Facility issued by the Office of Renewable Energy Siting (ORES) on August 21, 2025.1 The scope of the Commission’s review of this petition will not duplicate the issues that were previously considered and decided by ORES. (See Matter 23-00048, Yellow Barn Solar, LLC – Siting, Executive Director Findings and Permit (issued August 21, 2025). 

As part of the Project, the Petitioner will enter into Host Community Agreements and/or Road Use Agreements with the Towns. Pursuant to PSL Section 68 and previous Commission orders, Yellow Barn is required to obtain a CPCN to exercise municipal consents and to construct or operate an electric plant. Comments should pertain to Yellow Barn’s ability and readiness to commence construction of the Project as contemplated by PSL Section 68.
