Any person wishing to provide a public statement on the record during a virtual public statement hearing must register to do so by 4:30 p.m. on Monday, January 12, 2026, in accordance with the instructions set forth below. 

To register and provide a statement electronically: 

Participants who would like to provide a statement and will log in to a hearing electronically must register by the date and time indicated above by clicking the “Register” button, and providing all requested information. After registration is complete, registrants will receive a confirmation email with instructions on how to join the event. 

When logging in to participate in the hearing on the appropriate date and time, participants will be asked to “select audio system.” It is recommended that participants select “call me” or “call using computer.” The “call me” option will require participants to enter their phone number.

All participants will be muted upon entry into the hearings. Each person who registered to speak will be called upon to make a statement. The ALJ will continue each hearing until everyone wishing to speak has been heard or other reasonable arrangements to submit comments have been made. Reasonable time limits may be set for each speaker as necessary to afford the speakers an opportunity to be heard. It is requested that lengthy comments be submitted in writing and summarized for oral presentation. A verbatim transcript of the hearings will be made and posted to the Department of Public Service’s (Department) website.

Case Information

Case 25-T-0246 - Petition of New York State Electric & Gas Corporation for a Certificate of Environmental Compatibility and Public Need, Pursuant to Article VII of the Public Service Law, for the Steuben-Chemung Area Transmission Enhancement Project.

On April 16, 2025, New York State Electric & Gas Corporation (NYSEG) filed an application pursuant to Public Service Law Article VII (Application) for a Certificate of Environmental Compatibility and Public Need for authorization to rebuild, construct, operate, and maintain the 52-mile long, 230 kilovolt Steuben-Chemung Area Transmission Enhancement Project (Project). The proposed Project transverses the Towns of Cohocton and Campbell in Steuben County, and the City and Town of Elmira in Chemung County. 

The Project involves NYSEG’s existing Lines 68, 69, 72, and 74, beginning at the Canandaigua Substation in the Town of Cohocton to the Stoney Ridge Substation (23.5 miles); running from the Stoney Ridge Substation in the Town of Campbell to the Hillside Substation in the City of Elmira (27 miles); and ending with a segment running from the Hillside Substation to the Watercure Substation in the Town of Elmira (1.5 miles) (The Project location is detailed in Exhibit 2 of the Application and associated figures.). NYSEG’s Application proposes to rebuild the Project within both the existing right-of-way (ROW) and within a new, expanded ROW, on a general offset of 65 to 75 feet from the existing ROW centerline. The Project will also entail the use of temporary transmission lines in certain areas during construction. (Temporary transmission lines will be used near the Hillside and Watercure Substations in the Town of Elmira.)

NYSEG will need to acquire additional property rights for the Project to (1) expand the width of the existing ROW for required clearances; (2) enhance NYSEG’s rights on the existing ROW; (3) establish a new ROW for the Project; and (4) obtain temporary property rights for construction access. NYSEG also may need to acquire additional rights outside of the Project ROW to selectively remove trees if they pose a risk. 

Under New York State Law, the Public Service Commission (Commission) may adopt or reject NYSEG’s proposal, in whole or in part, or modify it. In doing so, the Commission will consider input from those participating in this proceeding and the public.
