Conference Information

Two technical conferences regarding residential weatherization program best practices will be held. The first will be on Tuesday, June 17, 2025, targeting the Upstate Region, and the second will be on Thursday, June 26, 2025, targeting the Downstate region.

On May 15, 2025, the Public Service Commission issued the Order Authorizing Non-Low- to Moderate-Income Energy Efficiency and Building Electrification Portfolios for 2026-2030 (Non-LMI EE/BE Portfolio Authorization Order). As explained in the Non-LMI EE/BE Portfolio Authorization Order, Department of Public Service staff (Staff) is required to convene one or more technical conferences to help inform the regional residential weatherization program joint proposals that are due on August 13, 2025, from the Upstate Utilities (identified as Central Hudson Gas & Electric Corporation, National Fuel Gas Distribution Corporation, New York State Electric & Gas Corporation, Niagara Mohawk Power Corporation d/b/a National Grid, Orange and Rockland Utilities, Inc., and Rochester Gas and Electric Corporation) and the Downstate Utilities (identified as Consolidated Edison Company of New York, Inc., KeySpan Gas East Corporation d/b/a National Grid, and The Brooklyn Union Gas Company d/b/a National Grid NY). The Order also directs that the technical conferences, at a minimum, explore the experience and relative strengths and weaknesses of existing program models that are operating, or have operated, in New York to date. Best practices from other jurisdictions should also be considered to aid the Program Administrators in the best and most expedient approach to developing and implementing a coordinated largescale residential weatherization initiative appropriate to meet New York’s needs.
