Case 25-E-0541 - Petition of Oxbow Hill Solar, LLC for an Order Granting a Certificate of Public Convenience and Necessity, Pursuant to Public Service Law Section 68, and Lightened Regulation.
Comments are requested concerning a petition filed by Oxbow Hill Solar, LLC (the Petitioner) seeking lightened regulation as a wholesale electric generator, as well as a Certificate of Public Convenience and Necessity under Section 68 of the Public Service Law (PSL). The Petitioner seeks authorization to construct and operate an up to 140-megawatt photovoltaic solar energy generation facility in the Town of Fenner, Madison County, New York. The facility would be colocated within the existing footprint of the Fenner Windfarm and would interconnect to the New York electrical grid via a new point of interconnection to the existing Fenner Windfarm Substation, which is connected to National Grid’s Onieda-Fenner and Fenner-Cortland 115 kV lines.
Construction and operation of the facility would be subject to the terms and conditions of the Siting Permit that was issued by the Office of Renewable Energy Siting (ORES) on July 10, 2025. The scope of the Public Service Commission’s (Commission) review of the petition will not duplicate the issues that were previously considered and decided by ORES.
