Public comment is sought regarding an application filed by Niagara Mohawk Power Corporation, d/b/a, National Grid (Applicant or National Grid), pursuant to Public Service Law Article VII for a Certificate of Environmental Compatibility and Public Need authorizing it to construct, own, and operate 345-kilovolt underground transmission service laterals between its existing Clay Substation and four proposed Micron Technology (Micron) fabrication areas in the Town of Clay, Onondaga County. Those wishing to comment on any aspect of this application will have the opportunity to make a statement on the record. It is not necessary to make an appointment in advance, or present written material to speak at the hearing. Persons will be called to speak after completing a request card. The public statement hearing will be held open for a minimum of thirty minutes and will be kept open until everyone wishing to speak has been heard or other reasonable arrangements have been made to include their comments in the record. A verbatim transcript of the public statement hearing will be included in the record of this proceeding.

More about the application
The service laterals would range in length from 0.95 miles to 2.07 miles, beginning on property owned by the Applicant, Micron, or the Onondaga County Industrial Development Agency; traversing under the adjacent CSX Transportation railroad, Caughdenoy Road, and the existing Buckeye Petroleum pipeline; and extending adjacent to and under the existing New York Power Authority and National Grid overhead transmission line rights-of-way, before ending on Micron property. In addition, the Applicant proposes to expand the Clay Substation to the east and north to install additional utility bays to accommodate the additional electrical load. Under New York State Law, the Public Service Commission (Commission) may adopt or reject the Applicant’s proposal, in whole or part, or modify it. In doing so, the Commission will consider, among other things, comments from the participating parties and the public.
