Opportunity for public information and comment regarding National Grid’s proposal will be provided, virtually, as follows:

Any person wishing to provide a public statement on the record during the virtual public statement hearing must register to do so by 3:00 p.m. on Wednesday, January 7, 2026, in accordance with the instructions set forth below. No registration is necessary for the information forum.

During the virtual information forum, maps of the proposed route will be available to review. Department representatives will provide an overview of the Commission’s certification process and National Grid will present a summary of the Project. Members of the public will then have an opportunity to ask questions about the process and National Grid’s pending application.
The information forum will be followed by a public statement hearing where those wishing to comment on National Grid’s application will have an opportunity to make a statement on the record before the ALJ. The public statement hearing will be held open a minimum of 30 minutes and will be kept open until everyone wishing to speak has been heard or other reasonable arrangements have been made to include their comments in the record. A verbatim transcript of the public statement hearing will be made for inclusion in the record of this proceeding.
To register and provide a statement electronically:
Participants who would like to provide a statement and who will log in to the hearing electronically must register by the date and time indicated above by clicking the “Register” button, and providing all requested information. After registration is complete, registrants will receive a confirmation email with instructions on how to join the hearing. On the hearing date and time, when logging in to participate virtually, participants will be asked to “select audio system.” It is recommended that participants select “call me” or “call using computer.” The “call me” option will require participants to enter their phone numbers.
To register and provide a statement by phone:
This option is for participants who cannot log in to the virtual hearing electronically. Call-in participants wishing to make a statement at the virtual hearing must register to do so by the date and time indicated above by calling 1-800- 342-3330, following the prompts to the appropriate hearing, and then providing their first name and last name, address, and phone number.

All participants will be muted upon entry into the virtual public statement hearing. The ALJ will call upon each person who has registered to make a statement and will continue the hearing until everyone who has registered to speak has been heard or other reasonable arrangements to submit comments into the record have been made. Reasonable time limits may be set for each speaker as necessary to afford all attendees an opportunity to be heard. It is requested that lengthy comments be submitted in writing and summarized for oral presentation.

Case Information
Case 25-T-0178 - Petition of Niagara Mohawk Power Corporation d/b/a National Grid for a Certificate of Environmental Compatibility and Public Need, Pursuant to Article VII, for the Reconstruction of Approximately 60.32 Miles of 115kV Transmission Line from New Beaver River Substation in the Town of Croghan, Lewis County, to the Porter Substation in the Town of Marcy, Oneida County.
On March 7, 2025, Niagara Mohawk Power Corporation d/b/a National Grid (National Grid) filed an application, pursuant to Article VII of the Public Service Law, for a Certificate of Environmental Compatibility and Public Need (Certificate). If granted, the Certificate would authorize National Grid to reconstruct its 115 kilovolt transmission line between the proposed Beaver Ridge Substation in the Town of Croghan, Lewis County, and the existing Porter Substation in the Town of Marcy, Oneida County, for a total length of about 60.32 miles (the Project). The Project also includes decommissioning the existing Taylorville Substation and the Boonville Substation, and constructing the proposed Beaver River Substation and the Gulf Road Substation in the Town of Leyden, Oneida County. The Project is located within the Towns of Croghan, New Bremen, Watson, Lowville, Martinsburg, Turin, West Turin, and Leyden, and the Villages of Croghan, Lowville, and Turin in Lewis County, and the Towns of Boonville, Steuben, Floyd, Trenton, and Marcy and the Villages of Boonville and Holland Patent in Oneida County.
