During the virtual informational forums, New York State Department of Public Service (Department) representatives will provide an overview of the Commission’s certification process and NYSEG will present a brief overview of the Project. Members of the public will then have an opportunity to ask questions about the process and the pending application.
Each informational forum will be followed by a virtual public statement hearing where all those wishing to comment on NYSEG’s request will have an opportunity to make a statement on the record before an Administrative Law Judge (ALJ). Any person wishing to provide a public statement on the record during a virtual public statement hearing must register to do so by 4:30 p.m. on Monday, December 1, 2025, in accordance with the instructions set forth below. No registration is necessary for the information forums.
To register and provide a statement electronically:
Participants who would like to provide a statement at a hearing and will log in to a hearing electronically must register by the date and time indicated above by clicking the “Register” button, and (4) provide all requested information. After registration is complete, registrants will receive a confirmation email with instructions about joining the hearing.
On the hearing date and at the relevant hearing time, when logging in to participate virtually, participants will be asked to “select audio system.” It is recommended that participants select “call me” or “call using computer.” The “call me” option will require participants to enter their phone numbers.
To register and provide a statement by phone:
This option is for those who cannot log in to the virtual public statement hearings electronically. Call-in participants wishing to make a statement at a virtual public statement hearing must register to do so by the date and time indicated above by calling 1-800-342-3330, following the prompts to the appropriate hearing, and then providing the following information: first name and last name, address, and phone number.
On the hearing date and at the relevant hearing time, dial 1-929-251-9612 and enter the appropriate access code and phone-in password, listed above.
All participants in the virtual public statement hearings will be muted upon entry into each hearing. The ALJ will call upon each person who has registered to make a statement. The ALJ will continue each hearing until everyone wishing to speak has been heard or other reasonable arrangements to submit comments have been made. Reasonable time limits may be set for each speaker as necessary to afford all attendees an opportunity to be heard. It is requested that lengthy comments be submitted in writing and summarized for oral presentation. Verbatim transcripts of the hearings will be made for inclusion in the record of this case.

Case Information
Case 25-T-0236 - Petition of New York Electric & Gas Corporation for a Certificate of Environmental Compatibility and Public Need, Pursuant to Article VII of the Public Service Law, for the Malone Transmission Rebuild Project.
On April 11, 2025, New York State Electric & Gas Corporation (NYSEG) filed an application for a Certificate of Environmental Compatibility and Public Need (Certificate) pursuant to Article VII of the Public Service Law. If granted, the Certificate would authorize NYSEG to construct, operate, and maintain the Malone Transmission Rebuild Project (the Project). This Project consists of NYSEG’s proposal to rebuild and replace its existing 115 kilovolt (kV) Line 910. Line 910, which is approximately 11.1 miles in length, and connects the Malone Substation in the Town of Malone to the Willis Substation in the Town of Chateaugay, traverses the Towns of Malone, Bellmont, Burke, and Chateaugay, in Franklin County. Because the rebuilt line would be offset from the original line in the existing right-of-way, NYSEG is proposing to expand the existing rightof-way and will need to acquire additional property rights to do so. Under New York State Law, the Public Service Commission (Commission) may adopt or reject NYSEG’s proposal, in whole or part, or modify it. In doing so, the Commission will consider, among other things, comments from the participating parties and the public.
