Any person wishing to provide a public statement on the record during the virtual public statement hearing must register to do so by Monday, November 17, 2025.
To register and provide a statement electronically:
Participants who would like to provide a statement and will log in to the hearing electronically must register by the date and time indicated above by clicking on the “REGISTER FOR THE HEARING” button, (4) click the “Register” button, and (5) provide all requested information and click “Register.” After registration is complete, registrants will receive a confirmation email with instructions on how to join the event.
When logging in to participate in the hearing on the appropriate date and time, participants will be asked to “select audio system.” It is recommended that participants opt to have the system “call me” or “call using computer.” The “call me” option will require that participants enter their phone numbers.

Any participant who is not able to log in to the virtual public statement hearing electronically may participate by phone. Call-in participants wishing to make a statement at the virtual public statement hearing must register to do so by the date and time indicated above by calling 1-800-342-3330, following the prompts to the appropriate hearing, and then providing the following information: first name and last name, address, and phone number.

To listen to the hearing without making a statement:
Any interested person may listen to the hearing by phone by calling 1-929-251-9612 and entering the access code and phone-in password listed above.
All participants will be muted upon entry into the hearing. The ALJ will call upon each person who has registered or has asked to make a statement. The ALJ will continue the hearing until everyone wishing to speak has been heard or other reasonable arrangements to submit comments into the record have been made. Reasonable time limits may be set for each speaker as necessary to afford all attendees an opportunity to be heard. It is recommended that lengthy comments be submitted in writing and summarized for oral presentation. A verbatim transcript of the hearing will be made for inclusion in the record of this case.

Case 25-E-0554 - Petition of Hoffman Falls Wind LLC for an Original Certificate of Public Convenience and Necessity and for an Order Providing for Lightened Regulation.
Comments are requested concerning a petition filed by Hoffman Falls Wind LLC (Petitioner), pursuant to Section 68 of the Public Service Law, seeking a Certificate of Public Convenience and Necessity, as well as lightened regulation as a wholesale electric generator. Petitioner seeks authorization to construct and operate an approximately 100-megawatt wind energy generation facility to be located in the Towns of Fenner, Nelson, Eaton, and Smithfield in Madison County, New York (the Project).
Construction and operation of the Project will be subject to the terms and conditions of the Draft Permit for a Major Renewable Energy Facility issued by the Office of Renewable Energy Siting (ORES) on February 18, 2025. The scope of the Public Service Commission’s (Commission) review of this petition will not duplicate the issues that were previously considered and decided by ORES.
