Gas Planning: Tech conference regarding gas planning procedures

Staff will convene a technical conference on September 26, 2024, from 1:00 p.m. to 4:00 p.m., regarding the Staff Straw Proposal Regarding Development Modification of 16 NYCRR Part 230.

According to Staff, many aspects of the Straw Proposal are transparent, but the issue of calculating contributions in aid of construction performed by each gas utility needs further exploration to ensure that stakeholders have sufficient information to provide meaningful comments. To that end, Staff notes that several of the State’s gas utilities will present information at the technical conference on how they perform those calculations so that stakeholders may comment on that issue.

Staff states that it will endeavor to cover all suggested topics during the technical conference and time will be reserved for answering questions posed to the gas utilities.

Case 20-G-0131 - Proceeding on Motion of the Commission in Regard to Gas Planning Procedures.

On July 16, 2024, Department of Public Service staff (Staff) filed the “Staff Straw Proposal Regarding Development Modification of 16 NYCRR Part 230” (Straw Proposal) in this proceeding. A Notice Soliciting Comments (Notice) on the Straw Proposal was issued the same day, requesting that interested entities file initial comments by September 13, 2024, and reply comments by October 9, 2024. The Notice also stated that a technical conference would be held on September 26, 2024, and that those intending to file reply comments may wish to do so following the technical conference.

Staff explains that the Straw Proposal identifies modifications to Part 230 that conform with Public Service Law §31(4) and Transportation Corporations Law §12, while better aligning applicants’ access to gas service extensions with efforts to achieve the greenhouse gas emission reduction targets set by the Climate Leadership and Community Protection Act.
