A third virtual technical conference will be held to discuss developing criteria for identifying heat islands. An agenda will be prepared and posted by staff prior to the May 15, 2026 technical conference. The third technical conference will be held as follows:

Case 24-M-0586 - Proceeding on Motion of the Commission for the Establishment of Extreme Heat Protections, Practices and Procedures.

In its Order Adopting Utility Customer Protections During Periods of Extreme Heat and Directing Utility Filings, issued March 19, 2026 (Order), in the above-captioned proceeding, the Public Service Commission (Commission) directed the Department of Public Service staff (staff) and the large electric and water utilities to convene a technical conference with stakeholders to develop criteria for identifying heat islands, a list of potential heat islands, and details regarding the boundaries of the potential heat islands within the utilities’ service territories.

The Commission also required the utilities to submit the criteria and identified heat islands to the Secretary to the Commission by June 1, 2026. The utilities will rely on the filed criteria and list of heat islands during the summer of 2026. However, stakeholders will have the opportunity to submit comments on the utilities’ filings. The Commission will consider the utilities’ proposed heat island criteria and locations and adopt them, with any appropriate modifications if needed, at a later date. Technical conferences were held on April 15, 2026, and April 30, 2026, respectively.

The utilities are Central Hudson Gas & Electric Corporation; Consolidated Edison Company of New York, Inc.; Liberty Utilities (New York Water) Corporation; Niagara Mohawk Power Corporation d/b/a National Grid; New York State Electric & Gas Corporation; Orange and Rockland Utilities, Inc.; Rochester Gas and Electric Corporation; and Veolia Water New York, Inc.
