On January 23, 2025, the Public Service Commission (Commission) commenced a proceeding regarding procedures and protections for New York State’s residential utility customers during extreme heat events. Pursuant to the Initiating Order, on May 20, 2025, Department of Public Service staff filed its Report and Recommendations Regarding Utility Customer Protections During Extreme Heat Events (Report). The Report contains recommendations to standardize protections during extreme heat events for residential electric and water customers and residential end-users of electric and water service of the large electric and water utilities in New York State, regardless of their service class.
