Conference Information

Department of Public Service staff (staff) will convene two technical conferences concerning the electric vehicle (EV) Make-Ready Program established by the Public Service Commission in the Make-Ready Order. 

State of EV Charging Technical Conference

The first technical conference will be held via WebEx on September 15, 2025. It will start at 1:00 p.m. and will conclude by 2:30 p.m. 

New York’s Make-Ready Program is five years in but does not operate in a vacuum. Where does the charging market stand, not just in New York, but nationally?

  • Loren McDonald is Paren’s Chief Analyst. His research on EV and charging trends has been cited in the Wall Street Journal, New York Times, and Washington Post.
  • Dr. Rachael Nealer helped create and lead the U.S. Joint Office of Energy & Transportation, where she enabled catalyzing charging market infrastructure.

Communication Standards Technical Conference

The second technical conference will be held via WebEx on September 18, 2025. It will start at 1:00 p.m. and will conclude by 3:00 p.m. The purpose of this technical conference is to discuss program requirements for EV supply equipment communication standards in other incentive programs, such as those administered by the Federal Highway Administration and the California Energy Commission.

This session will look at how today’s charging standards are evolving, with a focus on:

  • ISO 15118, including Plug & Charge and new V2X capabilities in 15118-20
  • Open Charge Point Protocol, enabling open connectivity between chargers and networks and breaking down new version releases
  • The trade-offs, timelines, and implications for New York’s Make-Ready Program

Speakers:

  • John Halliwell, Senior Project Manager at EPRI, who has led work on smart charging, grid integration, and interoperability standards
  • Lonneke Driessen, Director at Open Charge Alliance, Lonneke leads the global rollout of OCPP, the open protocol connecting chargers and networks in the U.S. and beyond
  • Vincent Weyl, Vehicle-Grid Integration Principal at California Energy Commission, Vincent is focused on how EVs don’t just draw power but can also support the grid
  • CharIN, the global alliance coordinating industry adoption of Plug & Charge and ISO 15118 conformance

Following the presentations, attendees will have the opportunity to offer public comment on communication standards for staff to consider.
