Conference Information

Department of Public Service Staff (Staff) will host a technical conference on June 16, 2026, to identify the barriers to residential weatherization within disadvantaged communities across New York State and discuss strategies to address them through the EE/BE portfolios. 

The conference will be held from 10:00 a.m. to 3:00 p.m. in the Commission’s 19th floor boardroom at 3 Empire State Plaza in Albany, with an option to participate virtually via Webex. For security purposes, stakeholders planning to attend in person are required to register by June 12, 2026. This conference is intended to inform both the LMI EE/BE programs already serving disadvantaged community homes and the Regional Residential Weatherization Programs being developed by the Utilities. The conference will draw on the experiences of the Regional Clean Energy Hubs, contractors and installers, Utility and NYSERDA program administrators, and other implementers of weatherization services, and will include ample time for discussion. Staff will post a detailed agenda prior to the event.

Case Information

Case 25-M-0248 – In the Matter of the 2026-2030 Non-Low- to Moderate-Income Energy Efficiency and Building Electrification Portfolios. 

Case 25-M-0249 – In the Matter of the 2026-2030 Low- to Moderate-Income Energy Efficiency and Building Electrification Portfolio.

On May 15, 2025, the Public Service Commission (Commission) issued its Order Authorizing NonLow- to Moderate-Income Energy Efficiency and Building Electrification Portfolios for 2026-2030 (Non-LMI Order) and Order Authorizing Low-to Moderate-Income Energy Efficiency and Building Electrification Portfolio for 2026-2030 (LMI Order) in Cases 25-M-0248 and 25-M-0249, respectively. These Orders established building weatherization as a key priority of the ratepayer-funded energy efficiency and building electrification (EE/BE) portfolios. 

In the LMI Order, the Commission stressed that weatherization offerings deployed through EmPower+ and the affordable multifamily programs will reduce energy consumption and improve energy affordability for low- and moderate-income customers, provide broad electric and gas system benefits, and prepare homes for efficient, affordable electrification. The Commission also spoke to the benefits of weatherization in the Non-LMI Order and directed the major investor-owned utilities (Utilities)1 to develop Regional Residential Weatherization Programs for Non-LMI customers in the Upstate and Downstate regions. The Commission emphasized that in all EE/BE programs, including Non-LMI programs, the Utilities and NYSERDA must adopt strategies to address barriers to participation and meet the particular needs of disadvantaged communities.
