Case 25-T-0184 - Petition of Niagara Mohawk Power Corporation d/b/a National Grid for Certificate of Environmental Compatibility and Public Need, Pursuant to Article VII of the Public Service Law, for the Reconstruction of Approximately 60.9 miles of 115kV Transmission Line Running from the Black River Substation in the Town of LeRay, Jefferson County, to the Clay Substation, in the Town of Clay, Onondaga County, and the Construction of a the New Staplin Creek Substation in the Town of Rutland, Jefferson County.

On March 14, 2025, Niagara Mohawk Power Corporation d/b/a National Grid (National Grid) filed an application pursuant to Public Service Law Article VII for a Certificate of Environmental Compatibility and Public Need (Certificate). If granted, the Certificate would authorize National Grid to rebuild several portions of its existing 115 kilovolt (kV) transmission lines running from the Black River Substation in the Town of LeRay, Jefferson County, to the Clay Substation in the Town of Clay, Onondaga County, a distance of approximately 60.9 miles (the Project). The Project traverses the Towns of LeRay, Rutland, Rodman, Worth, and Lorraine in Jefferson County; the Towns of Boylston, Orwell, Albion, Parish, and Hastings, and the Village of Central Square in Oswego County; and the Towns of Cicero and Clay in Onondaga County.

The Project is essentially broken down into two sections: (1) the 35.9-mile-long double circuit Black River to Light House Hill section and (2) the bussed Light House Hill to Clay section which is 25 miles long. Both sections will be rebuilt as single circuit facilities. The Project also includes expanding the existing Staplin Creek Substation beyond the current fence line and National Grid’s property. Under New York State Law, the Public Service Commission (Commission) may adopt or reject National Grid’s proposal, in whole or in part, or modify it. In doing so, the Commission will consider input from those participating in this proceeding and the public.
