The Public Service Commission (Commission) is considering amendments and revisions to the New York Codes, Rules and Regulations (NYCRR) relating to billing requirements applicable to utility corporations and municipalities providing gas, electric, and steam service, and to water corporations with annual gross revenues in excess of $250,000. The proposed changes are intended to align 16 NYCRR Part 11, Part 13, and Part 14 with recent statutory amendments to Public Service Law Sections 41, 44, and 66-w, consolidate existing billing requirements, allow municipalities to include charges for other municipal services on the same bill with charges for gas or electric service, and to make other technical changes.
