Case 24-T-0446 - Petition of New York Transco LLC and New York Power Authority for a Certificate of Environmental Compatibility and Public Need, Pursuant to Article VII of the New York Public Service Law, to Construct, Operate, and Maintain an Approximately 89.7-Mile Underground Transmission Line through Suffolk, Nassau, Queens, Bronx, and Westchester Counties.

On April 30, 2026, New York Transco LLC and New York Power Authority (together, Applicant) filed a Joint Proposal signed by Applicant, trial staff of the New York State Department of Public Service, the New York State Department of Environmental Conservation, the New York State Department of State, the New York State Department of Transportation (DOT),1 the New York State Department of Agriculture and Markets, the City of New York, the Long Island Commercial Fishing Association, and Cecilia McCann (collectively, Signatory Parties). The Joint Proposal contains the terms, conditions, practices, and guidelines recommended by the Signatory Parties for inclusion in a Certificate of Environmental Compatibility and Public Need (Certificate). The Certificate, if granted, would authorize Applicant to construct, operate, and maintain the Propel NY Energy Project (the Project).
As detailed in the Joint Proposal, the Project includes approximately 89.6 miles of new underground transmission lines (approximately 78.7 miles at 345 kilovolts [kV] and approximately 10.9 miles at 138 kV) and direct interconnection with nine existing or new substations located within Suffolk, Nassau, Queens, Bronx, and Westchester counties. Three components related to the new underground transmission lines are within or under New York State waters: (1) an approximately 9.2-mile submarine crossing of the Long Island Sound (LIS) between the Town of Oyster Bay and the City of New Rochelle, (2) an approximately 0.9-mile crossing of the East River via a land-to-land horizontal directional drill (HDD) from Queens County to Bronx County, and (3) an approximately 0.2-mile land-to-land HDD crossing of the Westchester Creek in Bronx County. The Project has four primary components: (1) the submarine cable, which includes the approximately 9.2-mile crossing of the LIS, inclusive of the HDD and trenching elements; (2) the terrestrial cable, which includes approximately 80.4 miles of new underground transmission lines, including the land-to-land HDD crossings of the East River and Westchester Creek; (3) the substations, which include the New Barrett Road Substation, the New Shore Road Substation, and the New Ruland Road Substation; and (4) the transition station in New Rochelle. The description and location of the Project are detailed in Appendix A to the Joint Proposal, and the Project corridor is detailed in Appendix B to the Joint Proposal.
