Program Overview
The Energy Affordability Guarantee (EAG) Pilot program provides bill payment assistance to income-eligible households who have electrified their home heating and hot water systems through the EmPower+ program. The program ensures that participants pay no more than 6% of their annual household income toward electricity costs.
The program was first outlined by Governor Hochul in her 2023 State of the State address. Funding for the multi-year pilot program is provided through a $50 million appropriation in the Fiscal Year 2025 State Budget.
Program Eligibility Requirements
In order to be eligible for the pilot program, participants must meet the following requirements:
- Participants must have fully electrified their homes through NYSERDA’s EmPower+ program low-income incentive (annual household income equal to or lower than 60% of the State or Area Median Income, whichever is higher). This includes the installation of an electric heat pump and an electric heat pump water heater.
- Participants must be enrolled in their utility’s Energy Affordability Program (EAP).
- Participants will need to share and certify their household income each year to calculate their Guarantee credit level.
- Participants must reside in the electric utility service territory of Central Hudson, Con Edison, Niagara Mohawk (National Grid Upstate NY), PSEG Long Island, NYSEG, Rochester Gas & Electric, or Orange & Rockland.
How is the Guarantee Calculated?
All potential participants will complete an EAG application in the Program Portal, launching October 2025. As part of the application process, participants will agree to have their annual household income verified by the program administrator.
The administrator will calculate 6% of the participant’s household annual income and communicate to the participant’s utility the amount of bill credits it should issue to ensure the participant does not pay more than 6% of their income toward electricity costs.
How to Apply
Follow the steps below to apply for the EAG Pilot program:
- Go to the Program Portal at portal.nyeag.com and create an account. Once you have successfully created an account, log in to the Program Portal using your email address and password.
- Complete the program application through the Program Portal by supplying the required information and completing the income verification process.
The Program Administrator will review your application for completeness and eligibility. You will receive email updates regarding the status of your application. You can also log in to the Program Portal to check the status of your application.
