Electronic Data Interchange Orders - 98-M-0667
On July 23, 2001, the Commission issued Opinion 01-03, approving the policies and data standards for the implementation of the electronic data interchange (EDI) to provide for uniformity in the business communications between ESCOs and utilities in New York, continuing the collaborative industry effort to develop and implement EDI procedures and transactions to support customer retail access. This decision has been supplemented from time to time as listed in the table below.
All applicants filing for approval to be an ESCO in New York must successfully complete the Phase l EDI application and testing procedure as part of the eligibility process.

Current EDI Standards
Parties are precluded from making any changes in the Commission approved standards. Parties may request waivers for specific protocols by filing a request with the Secretary. Parties may also propose changes in standards by filing a request with Staff which describes in detail the proposed changes and why they are needed. No changes can be implemented without notice to the affected parties, provision for a comment period and subsequent Commission approval.

Consistent with Uniform Business Practices (UBP) 2.B.2. and 2.C., ESCOs applying to serve customers are required to identify the name of the utility that will conduct EDI Phase I testing (or determine that testing is not necessary).

EDI Working Groups
The EDI Business Working Group (Business) is charged with developing the EDI business requirements pursuant to the Order in Case Number 12-M-0476. The EDI Technical Working Group (Technical) is charged with developing and/or modifying EDI Transactions, Business Process Documents, Data Dictionaries and Implementation Guides based upon the requirements developed by the Business Working Group. The Technical Working Group will also address related EDI Test Plans.

Utility Guides
The New York Electronic Data Interchange (EDI) Standards Guides provide some flexibility to utilities with regard to the manner in which it implement New York’s EDI Standards. This flexibility is designed to accommodate differences in utility business systems and service offerings. As a supplement to the NY EDI Standards Guides, each utility maintains its own Utility EDI Guide to identify various factors or elections including, but not limited to, support of optional EDI transaction elements, test plans, etc. as they relate to a specific utility’s implementation.
