About the Safety Standards

On January 5, 2005, the Commission adopted statewide safety standards to ensure the public safety of electric systems. The safety standards include requirements that the regulated electric utilities in New York State annually test all of their publicly accessible transmission and distribution facilities for stray voltage and inspect all electric facilities at least once every five years. The utilities are also required to annually test streetlights and traffic signals along public thoroughfares for stray voltage, irrespective of who owns the facility. To ensure compliance with the safety standards, the Commission established strict record keeping, certification and reporting requirements, and rate adjustments for failure to achieve specific performance targets for the testing and inspection programs.

In response to petitions for rehearing filed by the utilities serving the upstate region, the Commission modified the schedule for the initial round of stray voltage testing, giving the upstate electric utilities until August 30, 2006, to complete testing on overhead distribution and transmission facilities. The extension of the testing schedule does not apply to Consolidated Edison Company of New York, Inc. The initial round of annual stray voltage testing of streetlights, traffic lights and electric facilities served by underground systems must be completed by November 30, 2005, as initially required by its January 5, 2005 Order.

Electric Service Standards

In July 1991, the New York Public Service Commission adopted reliability and service standards for electricity provided by the state's electric utility companies (subsequent changes to these standards were adopted in 1995, 1997 and 2004).
