Pursuant to 16 NYCRR §644.3 each incumbent local exchange company is required to file an annual capital program report (also referred to as a construction budget report) by March 31st of each year. Annually, a notification letter is issued by the Director of the Office of Telecommunications detailing the information required and the format for such submissions.
