Utility Grant Programs

In addition to utility-administered Energy Affordability Programs, many electric and gas utilities operating in New York offer further financial assistance programs to eligible customers. Contact your utility provider for the most up-to-date information on program benefits, eligibility, and how to apply.

 

Central Hudson

  • Program(s): Good Neighbor Fund / Veterans Grant
    • The Good Neighbor Fund provides "last resort" grants to help pay the energy bills of local residents in need who have exhausted all other forms of public and private utility assistance. The Good Neighbor Fund is funded by Central Hudson customers, employees and shareholders.
    • Central Hudson has made a special grant available for eligible veterans and military families served by Central Hudson, who are experiencing a financial hardship.  Eligible recipients may receive a $200 grant applied to a Central Hudson account. As long as funding remains available, eligible recipients may receive this grant two times per year. Certain requirements under the Good Neighbor Fund will be waived for eligible veterans and active military personnel. Regular grants are also available for qualified military customers through the Good Neighbor Fund.

Con Edison

  • Program(s): EnergyShare (administered by HeartShare)
    • Con Edison's EnergyShare program is an energy fund that assists low-income residential customers experiencing financial difficulties and facing potential termination of service, providing financial relief to help them afford their energy bills. The program is funded by Con Edison customers, employees, businesses, and foundations. Customers qualify for up to $300 toward their energy bills annually.

National Fuel

  • Program(s): Neighbor for Neighbor Heat Fund (administered by The Salvation Army and sponsored by The Salvation Army, the Chautauqua County Office for the Aging, Catholic Charities, and National Fuel)
    • The Neighbor for Neighbor Heat Fund offers a grant up to $300 and a 30 day hold for customers with a balance.  Customers do NOT need to have a termination notice to apply, customers must reside in the National Fuel service territory but do NOT need to be a National Fuel customer, can be used toward any energy source excluding electric.

National Grid - Upstate

  • Program(s): Hope and Warmth Energy Fund, Hearts Fighting Hunger, and Care and Share
    • The Hope & Warmth Energy Fund is administered by HeartShare Human Services of New York and provides emergency financial assistance to customers who have an income above the HEAP eligibility guidelines and are having difficulty paying their energy bills in National Grid’s New York State service area. Eligible customers will receive: if heating account, one $500 grant; if electric only non-heat account who needs electric to operate their heating system, one $205 grant; if hot water and/or cooking only account, one $100 grant during the winter heating season.
    • The Hearts Fighting Hunger program is administered by HeartShare Human Services of New York and provides one-time emergency food assistance in the form of a $300 grocery store gift card/food voucher to eligible National Grid New York customers with a heating account, electric only non-heat account who needs electric to operate their heating system, or hot water and/or cooking only account.
    • The Care and Share program administered by HeartShare Human Services of NY helps qualified households meet their home heating needs. The program typically opens in February. To qualify for a grant, you must be a National Grid customer whose household meets the income guidelines of the Home Energy Assistance Program (HEAP).

The fund opens annually in February and closes when the fund is depleted. To qualify for a grant, you must be a National Grid customer whose household meets the income guidelines of the Home Energy Assistance Program (HEAP).

    • The Neighbor Fund provides emergency home-heating grants to customers of Orange & Rockland no matter what type of fuel is used. You don't have to repay the grant money, and you don’t have to meet any age limits or income guidelines.

Energy Affordability Programs

The PSC has a long history of protecting access to energy services for those who may face financial difficulties. In 2016, the PSC adopted a statewide Energy Affordability Program (EAP), which provides income-eligible consumers with a discount on their monthly electric and/or natural gas bills. The program is administered by New York’s major electric and natural gas utilities, however smaller utilities like Corning and Liberty St. Lawrence Gas also offer a discount program. The PSC monitors and evaluates the utility affordability bill discounts programs and approves measures as needed to strengthen and improve the EAP.
